CHAIR (Construction Hazard Assessment Implication Review) is an assessment tool to determine the safety and constructability of a project during the Design stage (CHAIR 1), Construction stage (CHAIR 2) and Operations (CHAIR 3). This process provides a robust methodology to assess key aspects of the project.
CHAIR 1 is to be undertaken during the concept stage of the project. As a minimum a Process Flow Diagram (PFD), General Arrangement (GA), control narrative and construction methodology needs to be available in order to undertake the assessment.
CHAIR 2: is undertaken when the design has been progressed to 60%-90%. Minor changes to the design can be considered but the focus is on optimising the construction sequence.
CHAIR 3: is typically concurrently undertaken with CHAIR 2, with a focus on the operations and maintenance aspects of the new design.
